By a 73-27 vote, the Senate yesterday added $7 billion in spending authority to a broad range of health and human service programs as part of the FY 2007 budget resolution. This would allow additional funding authority for FY 2007 spending legislation covering mental illness research and services that will be taken up by Congress this coming summer. By this action, the US Senate has proposed to reverse the Administration's cuts in FY07 and restore education programs back to FY05 levels. The full Senate will vote on the final passage of the budget resolution by March 17, 2006.

    Public Mental Health Funding is in Danger. Urge Your Representatives to Support the Specter-Harkin Amendment.
    In 2002 the President requested and received a report on the condition of the American Public Mental Health System. That report (President Bush's Freedom Commission Report on Mental Health) stated the system was fragmented and in "shambles" and ill prepared to serve the nation's persons with mental illness.
    Half of those requiring treatment were not receiving care and mortality rates were high.  Tragically, there has been no positive action on the Freedom Commission Report--only requests for more budget cuts!  Public Mental Health funding is in danger.  To prevent further morbidity and mortality among those with mental health and mental illness we need to mobilize efforts in our Mental Health Section and also the professional, family and advocacy organizations we are contact with.

  • Milano. March 10th. Athens Congress: Agreement WAPR / Athens Congress for financial suport to participants and consumer from low income countries. Message from the President.

    Dear Board members:
    I agreed with Michael Madianos the following procedures to select the consumers and participants from low income countries to be financially supported for the Athens congress:
    1. Various levels of support will be available. Maximum support will be half of travel expensens, free accommodation and free registration.
    2. Travel expenses will be reimbursed in Athens.
    3. Everybody asking for support must send to Madianos and me a brief information about him/herself and an abstract of a presentation (oral or poster).
    4. We will review all the requests, we will ask the advice of Board members or national secretaries, if necessary, and we will inform in due course the applicants about our final decision.
    5. We will do our best to fulfill as many requests as possible, within the constraints of our budget.
